The meeting will join, for the first time to the extent of our knowledge, squatting experiences from the three spheres of housing, social centres and workplaces.

We understand squatting as a broad and dynamic movement, with new forms emerging no longer limited to the counter-cultural and political movements that have characterized squatting in Europe in the past decades. As a reaction to the enduring crisis in Europe, in fact, squatting for housing takes the form of a massive movement constituted, for the first time, by impoverished families. Even workplaces are being occupied by former employees or abandoned land by willing farmers. The workshop, centered on European and North-American cases, given our past experience as SqEK (Squatting Europe Kollective), will also include experiences from other parts of the world where similar manifestations of squatting are occurring.

The occupation of places for meeting human needs is more than a protest tactic. When applied to housing, social centers and workplaces, it has enhanced the development of self- managed and autonomous initiatives, and cooperative networks and has contributed substantively to political struggles. Challenging unjust distributions of property, the establishment of squatted places gives birth to concrete alternatives to capitalism by furthering a long-standing tradition of autonomist anti-capitalist movements, whose aims go far beyond particular everyday life contestation.

Scholarship related to squatting is an emerging field. In particular, what is being studied are the relationship between squatting and autonomous practices of self-management and squatting as a response to capitalism and the crisis. Comparative analyses between different cities have also been developed over the past few years thanks to the formation of SqEK (Squatting Europe Kollective). SqEK is an interdisciplinary activist- research network with its own research agenda comprised by more than 100 members from Western Europe and North America. It serves as a forum of information exchange through an email list and holds gatherings once or twice per year. SqEK has already held nine meetings: Madrid, 2009; Milan, 2009; London, 2010; Berlin, 2011; Copenhagen, 2011; Amsterdam, 2011; New York City, 2012; Paris, 2013. Last year, we met in Rome, in May 2014.

SqEK meetings represent the occasion where SqEK participants encounter local activists, gather knowledge and exchange information about the experiences of different movements across Europe and North America. Local hosts also have the possibility of learning about different European squatting experiences. Visits to squats and neighbourhoods are organised together with public debates, using both social centres and academic institutions as venues.

The plan for the workshop is to establish wider activist-research networks of international cooperation about squatting and self-management that go beyond SqEK reach, and to include researchers and activists that, although not part of SqEK, share similar interests.

Although we focus on squatting as a highly contentious and potential tool to scale up protests and defiance to the power elites, the meeting will serve also to work collectively on the issue of proactive self-management. Thus, we are open to exploring how to organise squatted places beyond their occupation to build up alternative ways of living, cooperative networking and radical politics. The financial crisis has resulted in the acceleration of squatting initiatives in many of the most affected urban areas, especially in Southern Europe. The event will create an opportunity to gather researchers, activists and the interested public to discuss the most recent developments in squatting and self-management.

Barcelona is the city where the Spanish organisation PAH (People Affected by Mortgages) was born six years ago (2009) and is increasingly more active. In addition, a very much contested municipal election will occur in the same week of our workshop, and a new political platform which includes many grass-roots activists is expected to have many chances to win.

Although squatting has been common in most European countries over more than four decades, the present crisis has raised the legitimacy of squatting among groups previously alien to such a movement. PAH’s mobilisations, for example, have found support beyond current and former squatters and have seen support from the wider M15 movement, a popular protest movement against corruption, unemployment and neoliberal policies.

We also aim to bridge present-day housing-rights activists with the emerging workplace self-management initiatives, a relatively recent phenomenon in Europe and that resemble those in Latin America since 2002. Finally, we aim to convene people directly involved in these new practices of occupation with more experienced activists involved in establishing autonomous social centres or counter-cultural housing projects.

As diverse as the experiences of squatting for housing, work-place occupations and counter- cultural social centers might appear, they all share the practices of self-management and the explicit desire to constitute alternatives to capitalism. In fact decision and production processes, strategic visions, social campaigns and political actions among housing activists and self-managed workers have much in common with the praxis of autonomous movements.

The workshop will bring together different generations of activists and activist- scholars and to bring into dialogue political struggles from a variety of places. This will also be a chance to debate and overcome divisions between, for example, squatted and legalised (but widely autonomous) social centers. Another gap the workshop will bridge is that between establishment and continuity in cases where occupation succeeds and leads to a viable project of self-management. While bonds are beginning to form between housing rights activists and autonomous movements, most of the occupied workplaces remain isolated. The meeting will also address this relative isolation by contributing to the formation of networks crossing these three fields of squatting, social centres and occupied workplaces.

Proposals for the advancement of integrating research, theory and practice through discussions about decision-making processes, the organisation of production, the development of strategies, the formulation and carrying out of campaigns, among other facets are welcome. Therefore, we call for the presentation of posters that would answer the following research questions among others tightly related to the theme of the workshop:

* Affordable rents, public housing, and adverse possession: what are the possible futures for the squatted houses?

* What political and legal strategies have occupied factories and lands followed?

* What should be the principles of a campaign to defend all kind of autonomous and self-managed social centres as urban commons?

* What are the common grounds in the three lines of struggles? How do we articulate these three urban struggles?

* What cultural, artistic and communicative strategies support these campaigns and struggles?

Aquesta trobada reunirà, per primer cop fins a on sabem, les experiències d’ocupació de tres àmbits diferents: la casa, el centre social, el lloc de treball.

Entenem l’ocupació com un moviment ampli i dinàmic, del qual neixen iniciatives que presenten diferències en relació als moviments contra-culturals i polítics europeus de les últimes dècades. En resposta a l’actual crisi que atravessa Europa, s’ha anat constituint un moviment massiu entorn a l’ocupació de vivendes, format per primer cop per famílies de classe mitja. Veiem apareixer ocupacions de fàbriques, fetes pels ex-obrers, a l’hora que es multipliquen les ocupacions de terres. Aquestes conferència, que es centra en casos d’Europa i d’Amèrica del Nord, inclourà també casos de països d’altres llocs del món a on existeixen formes simil.lars d’ocupació.

L’ocupació d’espais per aconseguir cobrir necessitats humanes és més que una tàctica de protesta. Quan s’aplica a la vivenda, als centres socials i als llocs de treball, genera també iniciatives autogestionades i autònomes, xarxes cooperatives, tot i generant suport a d’altres lluites. A més de ser una solució pràctica a una desigual distribució de la propietat, l’ocupació dona peu a alternatives concretes al capitalisme i, d’aquesta manera, dona continuitat a la tradició dels moviments anticapitalistes autònoms, que sempre han buscat superar a la crítica.

Els estudis acadèmics relacionats amb l’ocupació són un camp d’estudi emergent. Allò que busquem debatre durant aquestes jornades és la relació entre l’ocupació i les pràctiques autogestionàries autònomes, com també l’ocupació com a resposta al capitalisme i a la crisi.

L’anàlisi comparatiu entre diferents ciutats ha sigut desenvolupat durant els darrers anys en el sí del SqEK (Squatting Europe Kollective). El SqEK és una xarxa d’investigació d’activistes interdisciplinars amb llur propia agenda de recerca (research agenda) i està constituit per més de 100 membres d’Europa Occidental i Amèrica del Nord. Aquest col.lectiu s’organitza i comparteix informació mitjançant una llista de correu i es reuneix una vegada o dos a l’any. El SqEK ja s’ha reunit nou cops: Madrid, 2009; Milan, 2009; Londres, 2010; Berlín, 2011; Copenhagen, 2011; Amsterdam, 2011; New York, 2012; Paris, 2013. L’any passat el grup es va reunir a Roma, durant el mes de maig.

Les trobades del SqEK són l’ocasió que els membres del col.lectiu tenen de coneixer activistes, reunir coneixement i compartir informació sobre les experiències de diferents moviments europeus i estadounidencs. Així doncs, les trobades donen lloc a l’intercanvi, i els anfitrions locals també també tenen l’oportunitat de saber-ne més sobre diferents experiències d’ocupacions arreu d’Europa.

L’objectiu d’aquest taller és d’establir xarxes de cooperació internacional més àmplies entorn a l’ocupació i l’autogestió. Aquest encontre és una oportunitat per a convidar a investigadors i activistes que parlen d’experiències que no estan contemplats en la feina que el SqEK ha anat fent, però que comparteixen una certa afinitat.

Més enllà de considerar l’ocupació com una eina d’alta conflictivitat i potencial de canalització de protestes i resistències a les elits, les jornades serviran també per treballar col.lectivament la qüestió de l’autogestió. Així doncs, ens interessa reflexionar sobre com organitzar els llocs ocupats més enllà de llur ocupació, per a construir d’altres formes de viure, xarxes cooperatives i política radical. La crisi financera ha generat un aument de l’ocupació sota diverses formes en la major part dels núclis urbans afectats, especialment en el Sur d’Europa. El taller crearà l’oportunitat de reunir investigadors, activistes, i tot el públic interessat per a discutir els últims esdeveniments entorn a l’ocupació i l’autogestió a diferents llocs.

És a Barcelona que la PAH (Plataforma d’Afectats per l’Hipoteca) va nèixer fa sis anys (2009), un moviment cada cop més actiu.

Tot i que l’ocupació ha estat utilitzada en la major part dels països europeus durant les últimes quatre dècades, l’actual crisi n’ha aumentat la legitimitat. L’ocupació és quelcom legítim per a gent que no havia aderit a cap moviment d’aquesta mena en el passat. Les mobilitzacions de la PAH, per exemple, han rebut el suport d’activistes relacionats amb l’ocupació de centres socials i també el del moviment 15M, una protesta popular en contra de la corrupció, el paro i les polítiques neoliberals.

Buscarem posar en contacte als activistes que defensen el dret a l’habitatge amb les iniciatives d’autogestió d’empreses, un fenòmen relativament recent a Europa però que s’assembla a les experiències viscudes a Amèrica del Sur a partir del 2002. També buscarem posar en contacte a les persones que han donat vida a aquests nous projectes amb els i les activistes amb més experiència, com ara gent del moviment entorn als centre socials autònoms i als projectes d’habitatge contra culturals.

Tot i que existeixen diferències innegables entre l’ocupació d’habitatges, de llocs de treball i de centre socials contra-culturals, aquestes iniciatives semblen compartir algunes pràctiques autogestionàries i el desig de constituir alternatives al capitalisme. En aquest sentit, trobem que les decisions i els processos de producció, les visions estratègiques, les campanyes socials i les accions polítiques dels i de les activistes per l’habitatge i activistes per l’autogestió dels llocs de treball tenen molt en comú amb les praxis dels moviments autònoms.

Així mateix, el taller reunirà a diferents generacions d’activistes i investigadors-activistes i intentarà generar un diàleg entre diferents lluites que s’estan duent a terme a diversos indrets. Aquesta també serà l’ocasió de debatre i de superar les divisions que existeixen entre, per exemple, els centre socials ocupats i els centres socials que, tot i haver estat legalitzats, segueixen sent autogestionats. Un altre dimensió de la trobada serà la reflexió entorn a l’establiment i la continuitat, en els casos en que l’ocupació és exitosa i condueix a un projecte autogestionat viable.

Tot i que s’estan formant i consolidant vincles entre activistes del moviment per la vivenda i activistes dels moviments autònoms, la major part de les fàbriques autogestionades segueixen aïllades de les altres lluites. La trobada vol paliar aquesta situació d’aïllament i contribuir a formar xarxes de solidaritat entre aquestes tres formes d’ocupació.

Seran benvingudes les propostes relacionades amb la integració de diferents investigacions, teories i pràctiques a través de debats sobre les processos de decisió, la organització de la producció, el desenvolupament d’estratègies, la formulació i la realització de campanyes, entre d’altres.
Fem una crida a les persones que estiguin interessades pels següents temes d’investigació:

* Lloguers socials, vivenda pública, apropiació de propietats: quins futur per a les vivendes ocupades?

* Quines són les estratègies polítiques i legals que les fàbriques ocupades han anat adoptant?

* Quins haurien de ser els principis d’una campanya que busquès defensar els centres socials autònoms i autogestionats en tant que bens comuns?

* Quins punts en comú hi ha entre aquestes tres línies d’ocupacions? Com fer per articular aquestes lluites urbanes?
